RH Bill continues to flounder in Manila

According to the most recent news reports in Manila, the fate of house Bill 4244, known as “Responsible Parenthood, Reproductive Health and Population and Development Act of 2011”, continues to remain uncertain in the Philippines. As one paper writes, “majority Leader and Mandaluyong Rep. Neptali “Boyet” Gonzales II said the House will be having a hard time passing the bill due to the waning support of the House leaders for the controversial measure.”

As mentioned in a previous post, RH legislation is controversial in the Philippines because it is associated with the legalization of abortion. The current bill is stirring up controversy on the grounds that the term “reproductive health”, especially when considered a human right, can be misinterpreted to mean access to abortion. The bill also directly challenges parental involvement in adolescent sexual and reproductive health.

More information on the specific sections of the bill that are causing concern can be found here.
