Whither R2P in Syria?

In the Security Council today, US UN Ambassador Susan Rice called it a “cheap ruse” for members of the council (namely Russia) to bring up the Libya intervention in thwarting a toothy resolution on Syria.

She noted that the UN High Commissioner for Human Rights has even referred to the government’s violence against its people as a “crime against humanity.”

One recalls that this is one of acts that should invoke claims of a “responsibility to protect” those citizens. Yet Rice’s short speech was deafeningly silent on R2P. After the Libya intervention R2P proponents said a new international, actionable norm was imminent. Not so fast.
