Kelly Heilman is the Government Relations Legal Analyst at the Center for Family and Human Rights (C-Fam), where she supports the organization’s mission to defend life, family, and the teachings of the Church in international law and policy.
In her role, Kelly serves as a communications liaison to U.S. congressional staffers, builds strategic outreach relationships, and provides research and analysis on newly introduced legislation. She also monitors congressional hearings, prepares written briefs, and assists with the review of UN resolutions and C-Fam research projects.
Kelly earned her Juris Doctor from Notre Dame Law School in 2023, where she served as Executive Editor of the Journal of Emerging Technologies and published scholarship on First Amendment issues in trademark law. She held leadership roles with the Intellectual Property Law Society and the St. Thomas More Society. Prior to joining C-Fam, she worked in international trademark law and participated in programs including the Jesuit Volunteer Corps, Georgetown’s Faith & Justice Academy, Leonine Forum, and Napa Legal Institute’s Good Counselor Project Fellowship. She is currently pursuing a Master’s in Theology at Boston College and continues to improve her Spanish.
Based in Los Angeles, Kelly enjoys engaging with her parish community, studying the scholastic tradition, and long-distance running.
