WASHINGTON D.C., February 6 (C-Fam) Abortion and transgender proponents have fired back at the Trump administration for the expansion of the Mexico City Policy, which closes loopholes in foreign aid for abortion, and extends a new ban to include gender ideology that promotes sex-transitioning and discrimination from DEI policies.
Last week, the U.S. State Department released three new rules in a comprehensive directive that will apply to over $30 billion in foreign aid. The Promoting Human Flourishing in Foreign Assistance (PHFFA) policy has drawn the ire of Congressional Democrats and transgender and reproductive rights groups, claiming the restrictions violate human rights, will destabilize democracies, drive up abortions, and harm overall health.
Democrat congressional members issued a joint statement condemning the policy, including several caucuses that support abortion and LGBTI rights.
“In Donald Trump’s global order, organizations that ensure minority communities have targeted resources to help them, acknowledge the existence of transgender people, or recognize the health needs and vulnerabilities of women and girls are all disqualified from receiving U.S. funds,” they wrote.
“We strongly condemn this weaponization of U.S. foreign assistance to undermine human rights and global health. We will not rest until we ensure that our foreign aid dollars can never be used as a weapon against women, people of color, or LGBTQI+ people ever again.”
There is nothing in the new rules that would imply healthcare will be withheld from any minority population; rather, the Trump administration consistently reiterates in public statements its priority to promote human flourishing and the rights of countries to make their own laws without external influence.
The Center for Reproductive Rights called the new policy “a stunning abdication of basic human decency.”
“President Trump and his anti-abortion administration would rather let people starve to death in the wake of famine and war than let anyone in the world get an abortion — or even receive information about it,” Desai Martin said. “People are already dying because of this administration’s slashing of foreign assistance. Now, they’re making it harder for doctors and aid workers to provide food, water, and lifesaving medical care.”
The two largest global abortion providers, the International Planned Parenthood Federation (IPPF) and MSI Reproductive Choices, joined the chorus of dissent pledging that they will never comply. Both organizations forfeited U.S. funding under previous versions of the Mexico City Policy, allowing clinics to close in Madagascar and Zimbabwe rather than curtailing their abortion advocacy.
In its statement, IPPF accused the U.S. of “imperialism” and of destabilizing democracies and undermining human rights. They pledged to “continue to defend sexual and reproductive rights and justice for all, including the right to abortion, and gender affirming care.”
In an interview with The New Humanitarian, MSI Reproductive Choices’ Sarah Shaw said many organizations will have to make a choice on whether to continue to provide abortion or to comply with the restrictions. “For MSI,” she said, “because we are an abortion provider, we will always choose our abortion provision.”
The State Department directives say the rules are necessary to unwind the damage done during the Biden administration, and that, absent these rules, U.S. funding will continue to flow to organizations that harm women and children. The funding restrictions, it says, will allow for more foreign assistance to support organizations that support families and promote the health and well-being of both pregnant mothers and their unborn children.
